Check the pump operation, to see if it is running slow or otherwise clogged up as it will cause this, if you have freezing weather that to can stop the pump from operating correctly.
Main 3 (or 4) inch drain under the toilet is clogged. Requires removing the toilet and running a "snake" down the pipe. Alternately, you can (carefully) try manually filling the toilet bowl all the way to the top----to apply pressure to the clog....it may push it through.
this could be a partial clog in the trap of the bowl...try a toilet augger...if this does not work...invest in a new toilet...you can get a pretty good one at lowes for very cheap...

Usually when the water won't swirl it is because of a bad vent....a pipe may have sagged and filled with water blocking the air flow or the pipe maybe clogged with ice or something like that...
Sometimes the little holes in the toilet rim can get clogged with sediment also...
So check the toilet rim and make sure the toilet can get air trough the vent...
You have a main drain clog. The sinks are clogged too (run water and you will see it come up the tub). Is this a one floor house? Basement? You probably should call a plumber unless you are willing to take on the task of snaking it yourself. Sounds like you may have a house on a slab? (no basement)?
Go to Lowes and get a power plunger (it shoots a blast of water directly at the clog) or get a plumbers snake and work the clog out. Follow up with a liquid Plumber or Draino unless you have a septic tank. Good luck.
