It is either the resistance motor or the cable/activating arm is struggling.
The resistance is so high because the magnets that create the distance are very close to the steel flywheel.
You will want to open the machine up to view this area. The resistance motor and fly wheel are in very close proximity to each other.
To decrease the resistance the motor is activating a hinge to move the magnets further away from the flywheel. The magnets are typically behind a plastic cover inside the flywheel and will not be able to access them.
Open the machine up and investigate. The system is very basic and playing with it will give some insight.

Hello there. To replace the drive belt (motor belt) follow this procedure.
1)Remove power to the machine
2)remove the hood cover (3 screws on the rear of the cover)
3) loosen the adjusting bolts for the walk belt located on the opposite end of the walk belt from the hood assembly. Loosen the adjusting bolts 10 full revolutions. This will loosen the walk belt.
4) You should then walk the drive belt off of the front roller/pulley assembly by pushing the belt to one side while turning the motor. If you are nable to do this you will need to loosen the 2 bolts holding the drive motor in place.
5) After removing the drive belt you can then slide the drive roller to the side out of the frame and it will slide out the other side of the bracket. This will allow the belt to be removed from the front roller and be replaced.
If you had to loosen the bolts holding the motor you will need to retension the drive belt by pulling the drive motor back while tightening the bolts. This will require another person to help tension while you tighten the bolts.
You can then retension the walk belt using the adjusting bolts and retightening them 10 revolutions.

If you can hear the adjustment motor running the problem could be related to two things:
1. Broken or stretched resistance adjustment cable.
2. Broken bracket for the magnet return spring.
If the resistance is on maximum all the time the second issue is most likely the cause.
Treadmills have a moving belt while elliptical trainers have two foot pedals guiding movement - making it more controlled and safer. Elliptical trainers also have handles, in which the user has the option to move their arms in opposition to their legs to better control movement.
