I also opened the TV up and saw that the LEDs on the right side do not work but those on the left do work. This TV has a single LED bar/strip at the bottom of the TV that projects upward. Could the problem be a bad LED bar/strip? A bad board?

This can be on the matrix drive board, or the display assembly itself. It is possible to also have a defect in the address decoding area that will cause this.
The procedure is to swap out the suspect boards to determine where the fault is, leave the working boards in the set, and then follow up any necessary calibrations that are necessary.

Install the forteManager software that comes with your LG LCD monitor. Go to the Options tab and choose Restore which will set it back to factory settings. For some reason some monitors come this way out of the box and this was the only way I was able to solve the problem with mine.

You need to find out if the power supply is putting out 24vdc for the backlight inverter board, it can be that the inverter board has short circuits which will cause the 24vdc to go into shutdown to protect itself, you can disconnect the power cables to the inverter board to see if you will get the 24vdc back.
