It could be either, if you can get another LCD screen (same make/model) you can swap to ckeck it out.
You could check the inverter by touching its output and if you get a bit of an electrical shock then you know the inverter is working or check it with a multimeter if you don't like electric shocks.

This is a known fault with r710s but you could try to update your display driver
go to NVIDIA - Download Drivers
Update your nvidia drivers with this link (make sure you're using
Windows 7 32bit) if not go to the nvidia site and let it scan your pc.
After you've done this you should be able to adjust your screen brightness through the windows brightness adjuster.

The T-Con bd or the Main bd is bad. Have a tech check it out. There is no way to check these bds with a meter.

Well, most common failure in the LCD monitor is due to bad caps, worst case will be the lamp assemblies. So look for bad caps first.

Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps).
