why you buy a second hand? For me, sometimes, it is only natural to have some errors in the second hand and why should you not check it before you claim or buy it? If I were you, I will return it to the owner and return my money... Don't buy any second hand especially in online shop because you don't know if it true or scam....
People often ask for the methods to fully clear the programming of their cash register so they can start again. This is especially so when they have purchased a second hand machine with previous owner's data still intact.
HOLD YOUR HORSES!
Many machines (especially the medium to high end registers) have a large amount of system configuration settings that you usually don't know about. A technician or programmer probably set many of those for your area/ taxes/ currency types etc. If you wipe these out, you may end up with a lot of screwing around and button pushing to find the right ones for you. It is far better just to modify the existing programming (item buttons, receipt message, staff settings etc). Hey don't we all like doing the minimum amount of work :-)
RAM (full memory) clearing is a last resort in most cases.
Note: This is not to be confused with resetting a report to show the days takings and ready the cash register for the next usage.

Second hand price is difficult to say, probably about $500. If the unit is in good shape it does not go down too much. New RRP is over $1000, offers however start at about US$600 (about £400 in UK). Probably you can find a little cheper in Ebay.
I suggest not buying a second hand plasma. Plasma TVs have a couple of weakness points, and often break down after few years usage. If you buy a second hand you do not have any info on its usage, and you may find yourself in need of changing a sustain board within the year.
Are you going to keep the rest the same?
