I was given a dead HP touch-smart PC symptoms: if i plug the AC mains plug in it will just turn on no need to touch the power button , the power supply fan spin the cooling fan will spin you can hear the hard drive spinning and if I put a CD in I hear the disk driver spinning and trying to read the disk that's it that's all that works the CPU and graphics card do not get hot no matter how long you leave it turned on , if I remove the RAM or the graphics card or both you will not get any beeps no beep code just the one on startup the USB ports and LEDs have no power,(this means power is failing) the screen stays black no back lights even if you put a torch on the screen there's nothing there but you can hear the touch screen working when touched . any IDEAS?

The PC is dead, and seems the power button is bad too.
here are some steps used on all laptops
1: remove the huge battery in the lap top, do not make excuses how hard it is to unplug , you bought it so do what must be done,
2: use the AC power pack only, (unpugged for 1hour first)
then plug it in, this pack
3: the PC must not self turn on. so push the power button now see it manually turns on.
4 the BIOS HP logo page shows and BIOS screens work like ESC, F10, F11,
5: if screen is still dead, use the external monitor port and
the Fn+F4 button as the manual tells you to do.

that name used back to 2007, 13 years long.
IS THIS AND AIO all in one PC,?
does it have a power pack that in in the line cord
is it the right pack for the AIO>?
AIO PCs only have a few parts inside that are standard, RAM and HDD, all else is HP custom, making them as hard to repair as laptops, lacking those parts custom.
first learn to identify a PC first then tinker.

3: run external spare old display if internal LCD is dead, many folks do that, if the external jack is present. again no PC stated yet.

For free fixes, if all the cables are not loose frayed or fell off, there is no free fixes.

Not likely to find free parts to repair, even if you know which parts. Often eBay has broken equipment for sale cheaply, but you don't want to spend a fortune, so that is not likely to help you for little cost.

Either the new power supply you purchased is not functioning correctly. But, assuming it is now that you are getting some form of power to your PC, it is very likely the motherboard. Whatever fried your old power supply (or it could have just been the power supply itself) most likely fried your motherboard in the process. Probably not the CPU since the MB can't even post.

seem power supply fault, because some times, it looks that power going on, it is not giving proper voltage to motherboard. check other power supply.

Usually if everything inside the case is working (from best you can tell) and the monitor is not coming on it's one of two things.
1.) The video card is bad, if you are using on-board video this isn't too highly likely. To test just replace the video card if possible with any other compatible video card.
2.) The CPU has gone bad, in general I find that this is the most common scenario. Obviously to test you would need to replace the CPU.

I have the same board (M2N-SLI) with a BFG 9800 GTX with no video either. I have the card in the black slot and I have 2 mem sticks in the yellow. Shouldn't make a difference if I'm using a monitor not an LCD right? Everything spins up for me too, hard drive, vid card has power, CPU fan is on, post (green) light is on.

You can try the following steps:
1. Unplug the power from the laptop and remove the battery then press the power button of the laptop for 15 seconds
2. Put the battery back in, turn on the laptop without plugging the power to the laptop (If this didn't resolve the issue)
3.
Remove the battery and press the power button of the laptop for 15
seconds, after that, plug the power cord and turn on the laptop (if
this didn't resolve the issue)
4. Remove the power cord and
press the power button of the laptop for 15 seconds, disconnect the
Hard drive and turn on the laptop (If this didn't resolve the issue)
reconnec the hard drive
5. Remove the Optical Drive and turn on the laptop (If this didn't resolve the issue) reconnect the optical drive
6.
Remove the memory chip, if you have 2 memory chips installed in the 2
memory slots (remove both of them) now test each one of the memory to
each slots turning on the laptop. (If this didn't resolve the issue)
Put the memory chip back in. (Clean the slots if there are large amounts of dust)
7. Reseat the CPU and try to make
sure that it's installed properly. Turn on the laptop and test if it's
gonna work (If this didn't resolve the issue)
8. Reseat the power cords coming from the power supply of the laptop and test the laptop. (If this didn't resolve the issue)
9. Disconnect everything and just leave the CPU installed and turn on the laptop.
10.
If all else fails, there's a big possibility that the problem may be
with the power supply or the motherboard of the laptop.
