Lowered the feed dogs by using the control as shown in the manual but when trying raise them by moving the control as indicated the feed dogs will not raise.

Are you talking about the feed dogs or the presser foot. Either way, if you moved a lever to lower them, there is probably a screw that either fell out or has become loose that holds the linkage to the lever.

Hi,
This may sound crude, but you can tape a piece of thin cardboard over the teeth. Be sure to make a cut out for the needle with plenty of clearance to make stitches and the cardboard won't interfere.

On your Singer, you don't actually raise / lower the feed dog. Instead you attach a "darning plate" (which should have come with the machine) which covers the feed dogs so they do not come in contact with the fabric. Try lowering the feed dog and then raising it again, but be sure to push the switch over as far as possible. Sometimes the switch will stop just a little short and the feed dog will not be 100% raised but it will seem to be to the naked eye. Hope this helps.
