When I try to turn up the brightness, it only flickers slightly and the brightness does not increase. It otherwise works perfectly. Could this be a bad transistor? What other possible repairs might it need?
2009 LCD monitor , 11 years old. and fails on all PCs I am sure.
all have CCLF black lamps, 99% are dead, or dim or even yellow tinged.

the CCLF lamps are bad, you can replace them or
buy never LED back lamped monitor, and frankly costs less.

then navigated to the brightness OSD section
and it's already fully high.,
yes, then that monitor has bad CCFL backlamps.
they run on 300vdc and the main board inside does that.
the go dim, most of them are now, or dead.
the have 20,000hr life span , very very short lived
compared to new LED monitors, very low life.

The problem could be a faulty inverter or the backlight fluro light lamp. The inverter is easier to replace than the fluro lamp.
Google the WEB for replacement parts and instructions on replacing the lamp. There are quite a few helpful sites for parts and repair instructions.

Este problema lo resolvi reemplazando el regulador que alimenta al eprom , es ese chip pequeñito de 8 pines , si tienes un E50 ibm es el IC 604 que forma parte de los componetes de la fuente de poder y esta ubicado al lado del chip IC 202 .

The problem can be caused by 1 of 2 things either your power supply is going out or the backlight bulbs are going out. The most likely cause is the power supply. If you are willing to do a little soldering you should be able to do the repair. If you go to our web site at: www.ccl-la.com/badcaps.htm We have a section on monitor repair. Look under the Samsung 930B it is the same as your monitor.

The flickering is most likely the florescent backlight having a hard time starting, Just like in a light fixture, as it gets old, it takes longer to warm up to get full functionality.
If under warranty, contact Dell for a replacement, if not, then when it becomes untenable, replace the monitor. Prices are dropping drastically, an new 20 or 22 In can be bought for about $150 or less
