Actually, this sounds like the needle is damaged. Make sure there is a tip on there. Just because it's new, does not mean it is not damaged. Sometimes end-users improperly handle the stylus/needle when installing.
If you are 100% certain that the stylus is ok, then the anti-skate needs to be set correctly. Generally, leaving it on 0 (zero) is ok to start. Then try and balance your tonearm according to THESE INSTRUCTIONS. These instructions apply to most turntables. The fundamentals are the same for all turntables in that you need to balance (float) your tonearm for optimal use.
