There are much quality differences in belts but the foot pedal with arrow is made to set the hightbecarefully because of easy broken pedals . but if the brush is setting on the deepest stand then its not rotating anymore and the brush stands still. its very easy how you can disassemble the brush and can place them in 3 differend levels in height ? on the grey bearing holders outside of the brush there are 3 different indications l and ll and lll the best is to set so that the carpet if its a thin one the brush must setting just lower then the suction mouth so that the brush are more coming out so deeper come out of this suction mouth so that the suction mouth has made a little more distance from the carpet because when the brush rotate to deep insite the suction mouth .1 the tension of the belt on the brush is lower and .2 the suction mouth sucks vaccuum on the carpet and the brush doesnt rotate because of the force of suction power, play around with the different heights you find the right level.
You have already removed the screws so lift the brush cover off. Then grasp rotating floor brush at both ends and lift. Clean strings, hair and other debris from rotating brush, paying close attention to the brush ends. Clean the debris from motor pulley and drive belt areas.Grasp old drive belt and remove from motor pulley. Place new drive belt over motor pulley and stretch other end over rotating floor brush in the space between the bristles. Place the ends of the rotating floor brush down into slots on the sides. Turn the rotating floor brush by hand several times in the direction of motor pulley. If installed properly, drive belt will center itself on rotating brush. Reposition brush cover and screw back into place. I hope that this helps you!
Most likely your brush needs to be removed and cleaned.
Clean all debris that might be in the bristles of the brush. You will see a holder for the brush on each end that holds it into the frame of the vacuum. The two holders should turn freely. If they do not, spray a bit of WD40 between the brush and the holders and rotate the holders around the brush.
Doing this will clear up the most common occurring cause of the problem you are facing.
Good luck and feel free to contact me if you find this does not solve your problem.

if the brush doesnt rotate, the belt is either broken or stretched. If you have a Dyson, you will have to replace the entire assembly for about 80 dollars. Other brands you can simply replace the belt for about 5 dollars.
i had the same problem, but was able to fix it by opening the brush compartment and cleaning the brushes, then separating the brush head from the body of the vacuum and hitting the reset button at the top of the brush compartment (per dyson online instructions).
Works perfectly now.
On my Dyson, there is a brush reset button on the top right hand side (if you are looking at the front) that you can press to reset the brush. I was vacuuming and too lazy to move a toy and this worked for me once I freed the rope from the brush.
Stand vacuum up and with it plugged in. Rotate knob between carpet and bare floor and back 5 times leaving it on carpet when finished. Rotate vacuum back from upright position and lay vacuum on the floor, rotating it onto its side. Turn vacuum on.
