SOURCE: I have a 312-8 wheel horse with a snow blower.
check the belt tighteners to see if they are sticking at a certain point, and not putting enough pressure on the belts. The other thing might be that the belts are stretched to the point where they may not tighten any more. Belts that work fine when it's warm out are harder and won't grab the pulleys as well in the cold...especially if they've been glazed from long use.

Take the belt cover off that covers the drive pulley on the engine. You should only have to loosen two bolts. Inspect the belt to see what it looks like. I am not sure if it drives a gear box or if it turns a friction wheel that drives the wheels. If the belt looks good check for shear bolts that might have sheared off and replace them.

fuel filters are on the fuel line, it sounds like you need to replace a gasket, meaning that you'll have to disassemble the carb. I'd recommend either taking it into a shop, or getting a manual from the maker of the engine
It's too lean; not enough fuel mixed with the air. Look for the main mixture screw--it should be a large screw with a spring under it on the carburetor. Run the engine until it's warm.
With the engine running, turn the screw outward (lefty-loosey) about 1/8 turn slowly and see if it improves. Slowly turn the screw back and forth until it runs best with the choke completely off. Then set it 1/8 turn richer (turn screw outward 1/8 turn) than the best position.
Reason for doing this: Conditions change, even the barometric pressure. Small engines run okay if they are a little rich but not if they are a little lean.
SOURCE: how many horse power is 277 cc and 357 cc in small engine snow blowers
277 cc is equal to between 7 and 8 horse power
357 cc is equal to about 13 horse power.
Brigs changed their rating several years ago when every thing went metric. I googled this information.
Testimonial: "Thank you Dan. I did the same and got a conversion chart."
