I think the chain brake is engaged. Grasp the forward most upper handle/paddle. Pull it slowly aft with some force. If tripped it will make a loud click when a pin engages a keeper. Once released it will move forward but the chain brake should be released. Can you rotate the chain manually (please wear gloves)? Did you go to the last page in your manual? Is it in French too? If it is a Mac try to find a replacement manual here:

Item 140 is the tension adjuster, loosen it some before attempting to remove the bar. Remove the chain; then remove the bar. use this to find the correct IPL for your saw.
