IThe iPad needs more power than the average USB device. It doesn't run and charge at the same time on a regular USB port. If it doesn't charge with the original charger though, you have a hardware issue. You can always take it to the apple store and demonstrate the problem there, you'll probably receive a replacement. If you have issues with the warranty, there are third party places that will find our what's wrong. If you want to do it yourself, the good news is, it's not too hard to open it. Most chances are the problem is the cable. You can try connecting the ipad to the pc, if you can connect then the problem is not the cable, but the charger.
You could try to use another cable from a friend with an ipad/ipod/iphone, just to be 100% sure.
Also try moving the cable around, the cable may be interrupted, it happened the same for me with my iphone.

USB hubs typically don't generate the 10 watts necessary to charge an iPad when it's connected to your computer.
This basically means you can't use your laptop to recharge your iPad.
Apple recommends
finding an AC outlet and using 10-watt power adapter that came with your iPad.
