Hi, You must go to bios and change the booting sequence to CD drive and you need to check if the cd from which you are trying to install windows xp is a boo table one you can do so by inserting the cd in a different system and try. IF not then check if your cd drive is working by inserting any cd in it.
Do you have any extra things plugged into the usb ports? (external hard drive,Ipod,Flash drive) anything like that can sometimes cause pc's to hang at boot they will try to boot to that device instead of your hard drive
