The carburetor is probably clogged up. Mix a bottle of carburetor cleaner with the gas to see if that would help. Also check/replace the fuel filter.

The problem is that you are not creating voltage. Remove front cover. Place a volt meter on the breaker. Start genset and you will see no voltage present. The problem could be with the brushes, rings, rotor, stator, voltage regulator, or control board.

When you checked the bulb plug and got 12 volts, did you meter ground some where else on the car? If so, you might check ground also at the plug.

In light of everything you checked, it sounds like you have a bad set of coils on the gas valve. When they go bad, it can take a long time between cycles. Hope this helps!
