I have just been dealing with a similar model of NOMA digital timer. The instructions are a bit "opaque" on this point!
If you can see a tiny button on the right-hand side labelled with an R (for Reset), plug the timer in to a live wall outlet and then take a ballpoint pen and press the button in for a couple of seconds. You should hear a click and the timer should show something on the display.
You should easily be able to set it up from there following the instructions that came with it.

I don't recognize Noma 052-8814-2
Noma is an old Intermatic name that is now used by many companies to describe many models of timers.
There is wide bleed-over of timer names and designs across different manufacturers.

NOMA is old Intermatic brand that is used today to identify that the product being sold is a 'timer.'
Many different companies use NOMA, and then put whatever number they want on the timer.
Many Woods timers have dual identities, for example NOMA TD2200 and Woods TD2200, which is also sold under Utilitec brand, etc.
I do not recognize 052- or 8867- in my files, but look forward to seeing what timer you are dealing with.
To Set the Current Time: Press the HOUR button as many times as necessary to advance the display the correct time. Note, the time can only be set in 30 minute intervals. The LED display will display the hour (1-12) and on the half hour a light will illuminate in the upper right corner, next to the number 30. To change from AM to PM toggle 24 times, a dot will illuminate in the lower right corner of the display next to the letters PM.To Program the Timer: Press the PROGRAM button once, the letter P will flash. Press the HOUR button to set the ON time. Press the HOUR button to set the ON time. Press the PROGRAM button again, the letter E will flash. Press the HOUR button to set the OFF time. Press the PROGRAM button to exit program setting mode. Press the HOUR button to review the ON/OFF setting.To Connect/Operate the Timer: Plug device in to the timer and turn the device on.
To Revise the ON/OFF Setting: Unplug the timer and plug it back in. Repeat the programming steps above.
To Override the Timer: Press the PROGRAM button if you want the device to turn on before the preset time, but note the device will turn off at the preset time. For example, if the preset ON/OFF period is 3 pm - 4 pm, users can manually press PROGRAM to turn the device on at 2 PM, the timer will keep running until the preset off time at 4 pm.
