you have to contact apple to cancel the subscription and or your payment account to cancel the payment
Hi,what you need to do is go to a free app and click download,when it asks you to sign in or create and account,click create account and you wont need a payment method.Hope it helps

to create on ID, Go to Settings->iTunes & App Store.
Do you have a balance owed on your account? If a payment hasn't gone through for a prior download, it will prevent any downloads even if free. Check your payment method. Make sure the expiration dates are correct for your credit card.
