The throttle part has slip round, a way to test this is to put hte buggy in reverse slightly and it shoud stop, meaning that how much the throttle has slipped round. Take the top cover off and there should be a allen screen on the throttle stem, undo and readjust.

Hi. Has the machine been in regular use before the fault occured? You say that the brake is in brake release mode, this mode is only ever used if you need to push the scooter by hand. It releases the brake on the motor, and also operates a switch to disable the controller from driving the motor. It does this because it would be to dangerous to drive the scooter with the brake disabled.
Move the lever back to its correct position. If it still does not work, then the disable switch might be faulty, or it might be a different fault such as a stuck brush in the motor.

The horn problem is due to stuck up horn button.Push on the horn button a few times--this may dislodge a stuck connection inside and horn should stop.-------- But if that is not helping the horn button panel has to be taken out and its wires needs to be disconnected,cleaned and reconnected properly.There are two wires.When you press the horn button both wires gets in contact and you hear the horn, when you release the button, the circuit breaks and horn stops.--------

If the scooter is turned on when the brake is released, the scooter will not operate. To operate the scooter, remove the key and move the brake release lever to the "Engage" position and then re-insert the jack plug key. (It is not sufficient to simply engage the brake. The brake lever must be engaged when the unit is initially powered up.)
