The serial number has nothing to do with the power output. If you cannot look the model up on line(owners manual will tell you), you can get a very rough ballpark estimate by looking at the UL info on the back by the power cord or fuseholder. Find how many watts it draws from the AC plug on the wall(or if it gives amps, multiply by 120 to get watts), and divide that by 3 for solid state amp. Divide by 4 for tube amp. Divide by about 1.8 for class D digital amp. This is crude, but usually not far off if you have to make a guess.
I guess it's impossible to say for sure by serial nubmer. Do you know is it even low tube amp or not? sure it is
