Likely the magneto kill shunt circuit (Ylw/Wht wire) is closed. Check seat switch.
Take the spark plug out but leave the spark plug wire hooked up to the spark plug. lay the spark plug on the top of the engine cylinder, turn the key and try to start the engine. See if spark plug has a spark on it, If no spark make sure ground wire from engine to frame is there. if it does spark you probably have a fuel problem, maybe there's A vapor lock in the fuel line or maybe your fuel Pump just quit at that moment. with the engine running it may have been able to suck enough gas up to keep it running but once you turned the engine off the gas siphoned back to the gas tank and now cannot suck enough gas up to start the engine. try spraying a little engine starter fluid into the carburetor see if it tries to start maybe you have a fuel line that is bad or has a hole in it, check that if it has a hole it will be sucking air could be many different things.
Good luck

Hello bigdave1138:
From your Description it Sounds like the Stator/Charging Coils are Bad or the Voltage Regulator (if Applicable) is Bad.
For Testing the Electrical (Charging) System on Mowers you can Use this Site Addy; http://faqs.custhelp.com/cgi-bin/faqs.cfg/php/enduser/std_adp.php?p_faqid=3438&p_created=1101706364&p_sid=4fQ1f8Xi&p_accessibility=0&p_redirect=&p_lva=3443&p_sp=cF9zcmNoPTEmcF9zb3J0X2J5PSZwX2dyaWRzb3J0PSZwX3Jvd19jbnQ9NTEmcF9wcm9kcz0mcF9jYXRzPTAmcF9wdj0mcF9jdj0mcF9wYWdlPTEmcF9zZWFyY2hfdGV4dD1Wb2x0YWdlIGFuZCBTdGF0b3IgQ2hlY2s*&p_li=&p_topview=1 and Use the Link for AC Volts/DC Amps Meter Setting Chart. This is for Briggs Engines and Works Well for Kohler and Other Engine OEMs.
Please, Do Not Hesitate, If you Hit a Snag or this Does Not Correct the Problem, I am Here if You Require More Assistance.
Hope this Helps. Let me Know What Happens, Please. May the All Mighty Bless You and Yours. Be Safe and Be Happy. Thanks.
Good Luck

You may have a faulty voltage regualtor that is blowing fuse. Have you tried a fuse that is 5 more amps?
SOURCE: Blown fuses when mowing
you have a wire that is shorting out somewhere, i would trace the wires from the clutch all the way back to the fuse including the relay and pto switch. You will more than likely find your problem in the control circuit between the fuse, pto switch and relay since this is what is fuse protected.

Slacke off the fuel filler cap when it starts to die, if it picks up again the fuel tank breather is blocked.
