first tell what OS that PC has and answers are simple.
all PCs can erase a HDD.
in windows. in diskmanagers.

option 01. try the unit on another windows pc. if its the same. i am afraid you might have an issue with the device.
option 2 . you could remover the **** from the enclosure & fix it directly to the pc so that you can retrive the data. however this will have an impact on your warranty

It depends on how you formatted the the drive.
If it was formatted FAT it will work on both Mac and PC.
If you formatted to HFS+ (the native mac format) then it will only work on a mac.

Reformat the drive from Fat32 to NTFS.
Largest file size on Fat32 is 4 gig

You drive is formatted for FAT32. What that means is the way data is stored on the hard drive is an older method that does not support files over 4GB. The benefir of FAT32 though is it can be read and written in both Windows and Mac. If you hate mac (as we all do) then screw FAT32. I almost forgot, if you use this hard drive with the xbox 360 do not continue as the xbox 360 for some ******* reason 360s can only read FAT32. The new format we are going to go to is called NTFS (new technology file system) which is made by microsoft, makers of the xbox 360. lol
Anyway first backup everything you have on that disk. Either on a computer or burn it to DVDs cause if you don't you will lose everything.
Plug in the drive, right click on My Computer (or its just "computer" now) click manage. Go to disk management on the left pane. It will take a minute to detect all your drives. You will see your 500gb drive. Double and even triple check it is your transcend drive. Right click it and click format. Change File System to NTFS.

Thank you Larry Ng, the first laptop was an HP Pavillion 15t and now I have a Mac bought in 2017. I think the case here will be that under your answer number 4. I will proceed with steps 6 & 7. Thanks a lot once again.
ok so the first Computer was windows OS.
then you moved the HDD ext. to a MAC
the MAC is not windows, so all that formatting on the HDD is now useless for a MAC.
read, Alien format.
there are 2 ways to solve this,
1: erase the hDD on any PC made. (windows)
2: erase it on any MAC
now to do #2 IDK, i boycott Apple products,
#3 run killdisk.exe for free also works.
i can name 10 more but most are linux erase.

next time format with
FAT32, or exFAT. (mac snow leopard up)
and both PCs can now read data.
the PC if not lost can read MAC data HFS+ if you run an app for that but is not your case.
the other solution is: (gee lots on PC)
take HDD to other MAC #2
and backup the data to say blueRAY or the CLOUD. or gee lots of ways.
the erase the HDD on the MAC2.
then format the HDD to exFAT.
then copy cloud to new exFAT
move this disk to PC and bingo, there be your data.
