I used https://www.google.com to search and as a result I saw several for sale on Amazon.com. Unfortunately, instructions or manual were not mentioned for this vintage equipment. Perhaps you can search ebay.com or etsy.com to see if anyone posts a sale with instructions or manual for it.

There is in all liklihood nothing wrong with your digital voice recorder. It was never designed to work with Windows 7 (any version). Try loading the voice files onto a PC with any one of the following operating systems:
Windows VISTA; Windows XP (Professional or Home); Windows Me; Windows 2000 (Professional); Windows 98 (Second Edition). It should function quite normally and download, so that you re-use the memory on your recorder.

My guess is you won't find one. They are closely guarded against someone stealing their material. Unless you are an authouised service center I don't think you will find one.
