The original remote that came with the 37PF9631D/37 is the RC4348. An OEM replacement remote is available at Amazon: https://www.amazon.com/HQRP-37PF7321D-37PF9431D-37PFL5322D-37PFL5405H/dp/B011716VKI . However, any universal remote should control most of the features on the original remote. (You may want to skip the most basic remotes; these might not have a Menu, AV+ (Input/Source) button and other useful buttons.) A remote that was programmed more than 6 months after the 37PF9631D will usually a code that will control the TV. The TV was listed on Amazon in 2001.

The TV is in some kind of protection mode, the blinking LED show you an error code.
Try pressing 062596 and then press menu button (do these in quick
motion, don't let them to time out while keying)...see what happens
Well I think that if you would have a service manual for this set that
would help a lot, I can send it to anyone who wants it via email/gmail.
Let me know if anyone want one.
I also heard that this problem appeared with some people because the of
the burnt fuse in the TV. To fix that it has to be taken to the tech
shop. 
And yes I also heard about this issue many times, seems like this TV set is very popular with this kind of problem.

as soon as u bought the universal remote it came with a paper that say a bunch of codes find ur tv model go to set up look were u can put in the code and follow the code exact

There is no reset button on your TV. However, if you unplug it for at least 10 seconds, it will clear any power faults that it may have detected. 0, 7, 1, 1 code is the factory default and can be used to enter and create a new access code.
If you need to access the menus and have forgotten your access code, the factory code will work.
