Xenya 1202 FX Mixer. Why don't the effects light up or work?

This is a wild educated guess.

I repaired a Behringer guitar amp that had a DSP effects in it (BX1200 I believe).

The effects were on a seperate board and the board had its own 5 volt power supply. The filter capacitor for the 5 volt power on the board was UNDERSIZED and it had degraded causing the 5 volts to drop out of regulation, dipping to 4 volts. This caused the DSP effects to fail.

YOUR device MAY use the same DSP OR design.

Check the 5 volt power with an OSCILLOSCOPE to look for dips below the 5 volt operating point that occur at 120 HZ.

Check the FX to main level to make sure it is not too high. Also check the main FX fader level. Try turning each of these down and see if that corrects the issue. The FX fader should control the volume level of the FX globally (mon sends as well as main outs), and the FX to main should only affect the mains output. Make sure FX to mon1 and FX to mon2 are turned all the way down.
Also check what FX program your using and that the FX IN button is depressed, try starting w/ #10 (small room) and see how that sounds.

Sorry, the Xenyx1202FX does not have a footswitch input. I would suggest if this function is needed to use an external FX unit which has a footswitch input.

You are running your balanced cable into a windows 7 PC? What interface are you using... not the line input on the PC I hope as it is NOT balanced... it is Stereo input with UNBALANCED input. If you tie the mixer using a balanced to 1/8 inch balanced connector you will get plenty of hiss since you are driving the stereo channels oppositely. For high quality, get a good audio interface that runs on the USB of the PC. If you can tolerate a bit of noise but wire it correctly, then you will need to use two UNBALANCED lines out of the mixer for L and R and merge them to a stereo 1/8 inch plug for the PC.

Sounds very much like the control knob is dirty, needs a good cleaning!

Sometimes just giving the knob a good exercising (turn it up and down quickly a few times) can help it.

Some cleaners can leave behind a residue and make it worse, so ask at an amp repair place what product is best to use.
