The only way possible to see if the touch pads are working is to test the voltage of the control pads when it contacts. The input of the Microprocessor should be checked for the pad control impulse to come in. If there is no trigger voltage to the mP this can be the control pad problem.Some dirt can accumulate and cause the tracks to short resulting in this display. Try to use heater to warm off any moisture.
The mP must be checked for the working voltage and also the frequency oscillation at the crystal leads. If so the mP is working with a suspected control pads which are not able to set the program or timing.
There is no way but to remove the sticker pad and replace, One difficult way to have a chance is to remove the carbon sticker pads and check continuity , You can use a carbon pen to line the tracks so that the multi-meter reads a continuity. With this you can have a temporary fix

If you have a stuck key or non-responsive key, most of the time you will have to replace the keypad for this microwave oven repair. If your keypad is connected to your control board by a flat ribbon wire, try disconnecting it and clean the silver contacts with an ordinary pencil eraser. After cleaning, plug it back in and try it. If it doesn't fix it, replace the keypad unit. Some units actually have keypad tests to confirm your diagnosis of a bad key.
If your keypad and control is the same unit, replace that unit. Another note, unlike stove/oven keypads and controls, most microwaves do not have error codes or tests to distinguish whether it is truely the keypad or control. Most of the time, it is the keypad that needs replacing, but a small percentage of the time it can b

My microwave (JVM1540DN1WW) turned itself on (apparently with the "1" express button), then self-diagnosed a keypad short and shut down except for a persistent beeping reminder. This happens mostly randomly, but more so when there is heat or steam rising from the stovetop below.

I unplugged the keypad membrane from its socket on the controller PCB (i.e. unplugged the whole unit, pulled off the front assembly, unplugged the membrane's flex tail, put the assembly back on with the membrane disconnected, then plugged the unit back in). Since the controller no longer detected a fault without the membrane connected, the fault appears to be with the resistive button membrane and not with the controller PCB.

The keypad membrane is hard to find as separately from the expensive assembly that includes the controller PCB, the display, and the right front trim panel. It's also really hard to separate the from the trim panel without either heating it to soften the adhesive or freezing it to make the adhesive brittle.

Fortunately for mine, the short was in the flexible circuit's exposed tail that extends from the membrane to plug into the controller PCB. The flex circuit appears to be soft PET, printed with both carbon and silver inks. It's printed on one layer, with the tail folded ink-side-inward to reach both (i.e. row and column) sides of the button array. When folded, traces 9 and 16 nearly touch, and those are the pair that cross at the "1" button. When bent around the metal chassis of the trim panel, these must make contact through their worn or porous surface insulation.

Adding a thin piece of insulating plastic between the opposing sides of the flex tail avoid the false presses of the "1" button.

My GE microwave is beeping and the display says F3


F3 on a GE / Hotpoint microwave means you have a shorted membrane keypad.

the membrane gets dirt under them and shorts out the keypad,you may as well just replace the control board which includes the display and keypad on the same board
