Here are the directions according to the manual:

1 Use MULTI-CONTROL to select
SW CONTROL.
2 Press MULTI-CONTROL to display the
setting mode.
# Press BACK to return to the previous display.
3 Press MULTI-CONTROL to select the segment
you wish to set.
Press MULTI-CONTROL repeatedly to switch
the segment in the following order:
REAR SP (rear speaker setting)—PREOUT
(RCA output setting)
4 Use MULTI-CONTROL to select the desired
setting.
Turn to change the setting.
When REAR SP (rear speaker setting) is selected.
REAR SP:SUB W(subwoofer)—REAR SP:FULL
(full-range speaker)
When PREOUT (RCA output setting) is selected.
PREOUT:SUB W (subwoofer)—PREOUT:REAR
(full-range speaker)
# When no subwoofer is connected to the rear
output, select REAR SP:FULL.

SOURCE: pioneer receiver vsx-d510 sub not working

Rear Surrounds are not supported on this unit, they would be the 6th and 7th channels in a 7.1 rig. I think you mean Surrounds (channels 4 and 5 in a 5.1 rig).

Lets ponder: How is there any relationship between Surrounds and your separately-amplified Subwoofer? I don't see it, unless you inadvertently chose OFF for the Sub definition when you were in the Speaker selection menus adding the Surrounds. Look again.

The settings for your device has some trouble I thinks. Please set it to its Factory Settings and ckeck. To reset it to Factory Settings:

[1] Touch [Settings] in the navigation menu,
then touch [Restore Factory Settings].
[2] Touch [Yes] to clear the current setting
OK.

Flashing Blue is not defined in the manual.

Have you tried changing the Auto Standby switch to ON?

You can prove if the sub amp will respond to a known good input by TURNING ITS VOLUME DOWN tp start and just feeding it ANY RCA output from the receiver while playing, say, FM (to keep it simple). That way you would known in which direction the problem actually lies (internal or external).

Fosgate are great amp the settings should be at low not full or high, if is bridgeable the sun's should be negative to positive the one neg- coming out of one sub and pos+ coming out the other one on the amp bridgeable channel.

Pioneer DEH-P3000IB problem.

I know this is an old post but just ran into the same problem with my brother in laws Pioneer Radio. Well, it turns out that the head unit has to be OFF before you try to change the subwoofer setting. THen press and use the Multi-Control knob to select SubControl and change this to REAR SP: FULL (this gives you full range sound) or REAR SP:SUB W (this is for only low, subwoofer frequencies). His radio was set to sub, which is dumb because it was installed with a 4 channel amp and 4 full range speakers. Not sure why it was setup like this in the first place but oh well...

Car stereo pioneer

you failed to list the model of your Pioneer stereo!! I will assume that you have a Pioneer radio from a few years back and it may have only 2 sets of RCA pre-outs. If this is the case, then it has a front set and a rear set. The rear set can be selectable as rear/sub. This is done from Pioneer's main menu which is accessible when the radio is shut off with the key on by hitting the "func" key. Visit www.pioneerelectronics.com and check the support section. You can download a pdf file of your instruction manual with your model number.
