SOURCE: stalls out
This is usually caused by a stopped up muffler. Remove the muffler and see if this makes a difference. If it runs smoothly without the muffler then you must clean the "kook" out of it. This is done one of two ways. If you have a torch, even a portable handheld one, you can burn the muffler clean on the inside by removing it from the equipment, placing it on a burnproof surface and aiming the torch inside the muffler, letting it burn for 7 to 10 mins.
Also you can build a fire either outside if you live in an area this is allowed or in your fireplace if you have one, and just toss the muffler into the fire. This will remove the carbon buildup in the muffler, Just remember...LET THE MUFFLER COOL COMPLETELY ON IT'S OWN ...do NOT DIP IN WATER as this will warp it and it will no longer seal tightly to the engine. This should solve your problem.

Not to sure without seeing or hearing it being pulled over. Compression? Very likely needs some carb work/kit.
