There is often a filter inserted in the water feed pipe where it attaches to the machines valve and is part of the sealing washer, check that is also clear.

have you seen whether water is pouring out of the bottom supply tube with the lower arm removed? not 100% sure on this model but some units have a half load switch but that should turn off the top one. there may be a blockage in the lower water supply tubeways.

How do you know the arms are not moving? They are spun by the water jetting through them and they may be blocked. They just pull out and clip back in so run some mains water through them. Also if you put dishes or trays that are big they can obstruct the arms so give them a spin to see first.

your water supply is too low. he watervalve (inlet valve) may be clogged. With insufficent supply you get a low fill and not enough water to fully enage the pump's power.

I also meant to say that the pipe to and from the pump may be blocked with grease/filth which builds up over time but failing that it sounds like the pump motor has gone and is running slow.
