Have a cartier tank francaise chronograph I need to know how to set the watch

I have never had one of those, so the advice comes from my experience (with Seikos, Casios, and a Bucherer).
If you have those knobs on the side as I see in the picture, one of them sets the time. Turn a knob as you would to tighthten a screw (for right handed people) and see if that changes anything. If that does not do anything, try pulling out with your nails. It may have two stop positions: you can pull a bit and turn: it it will set the time. An you can pull a bit more and maybe it sets the date and day.)
Do not pull too hard. (For my Bucherer, I could pull out completely the knob and put it back in).
If a knob does not turn the "normal" way turn it in the other direction. Sometimes that is the way to set the date (day of month and day).

Typically its the center nob on the watch you need to pull it slightly out and twist it. Make sure you dont pull it too far only like 1/16 of an inch or so...It may be hard if you have large fingers. A female with small fingers or needle-nose pliers may help!
