Check the wires to the seat switch. Under the seat you should find 2 wires connected to the seat. Unplug them, and use a jumper on the end that goes into the body of the mower. Try it again, and if it works, replace your seat.

I hope this will help you...under the side panels on each side of the mower, there are "reverse lockout safety switches", they are supposed to stop the blades when both handles are pulled back. If one or both of the switches are out, the deck will not engage. Also, under the right side panel (when sitting on seat) there should be 3 relay switches, the one closest to the motor controls the PTO., if this is out, the PTO will not engage.

Use an impact gun to attach and remove the blade nuts. Mine was a 15/16 socket. Trying to use blocks and breaker bars is just a waste of time and you'll needlessly strain yourself. They are regular threaded, but really tight.
