My tascam cc-222 mkiii won't play cassettes. When I press play in either direction, it engages, but the tape doesn't move and shuts off after a few seconds.

With this kind of mechanism you need to open the deck up and assist the cam wheel by hand to get the eject block and heads to go down to the stop mode. This is the only way to get a tape out without destruction to both tape and machine. I have done it a few times. If you can not do it yourself, I am in the Chicago area as Skywave Tape Deck Repair. I can get the tape out.

If he wants you to get parts then I would suggest you get a different Technician. Why would any Technician want to go to the trouble and risk of the customer getting the wrong belt. Is it the same tape every time or all tapes? If it is all tapes then it's more than likely a belt issue. The tape players have little rubber belts inside they sometimes get stretched when they are used alot. And they will make a whinning sound. They can be replaced.
there is a mechanical problem in your tape deck. probably a losen rubber band. it clicks because the rubber is too lose to move the mechinal parts. so when you power off, it losen the whole machanical parts..it is very easy to replace..opend the deck and check it out..good luck
