Is it safe to eat expired tuna tin?

Do you mean can it make you ill? It might. Eating after the expiration date is not recommended or safe, but that doesn't mean you will be certain to get ill.

How do I can in my Philippe Richards 8quart pressure cooker

I'm sorry, you can't can in ANY electric pressure cooker. Stove-top pressure cookers can be used if the instruction booklet calls it a pressure cooker /canner AND it is at least 10qts (the minimum sizes tested for pressure canning by the USDA).

Can I can food in the Cooks Pressure Cooker?

If this is a type that is electric rather than stove-top, it's not designed to can food, so I would not use it for that purpose. And, when I looked it up in a web search, it appears that is what this is. I'm sorry, you would need an actual stove-top pressure canner/cooker for canning, such as what Presto, Granite Ware, Mirro, All American, and similar brands manufacture.
Personally, I have had and used a Presto, a Mirro, and even an old Magic Seal, and all 3 have worked very well for canning. I would suggest looking on Craigslist, eBay, or even Freecycle for one, or stop by your local flea markets or thrift stores. Just be sure the weight is with it, and check the condition of the seal (although those are very easy to replace).
I love canning the tasty stuff from my garden, and have even canned the chicken & other farm animal meats raised here, too. Pressure cooking is the only safe way to can so many low-acid foods, so it's an essential tool in our kitchen!
Good luck!

5.50liters into gallons

Pressure cookers vary in height and width - so the best way is to actually dry-fit the jars. If that is not possible - let's say the cooker is in a different location- then you should ask for the internal height and width and then measure your jars to see how many would fit.

The FDA recommends not using a pressure cooker smaller than 10L for canning - as they have not tested their processing times on any smaller cookers.

Can't find my instruction book and can not figure how to open the lid.

You may download most of the manual (without recipes) here.

Open the lid by turning it counterclockwise (as viewed from above).

Leaking water from bottom draw

To put machine into test mode: Press and hold keylock, then press and hold start button. Hold both in until machine beeps (if you have display, it will show all symbols). Press power button- display should now show HO. Press start button until LD shows in display- this tests lid motors. Activate lid motors by pressing keylock button- if you open drawer about 3 inches, you should see lid come down. Pressing keylock again will raise lid. Raise and lower lid several times by pressing keylock button to ensure lid is working properly- if not, lid motors need replacing. Good luck!!

I can not open my pressure cooker, the lock is still on and all of the steam is out. What can I do to get it open?

Problem is probably that the rubber seal is old and swollen. It will probably take brute force to open the lid. What is the brand name of the cooker? If it's an old Presto or Mirro, it probably has two handles, upper and lower. You may need a person with more strength to force it open.

Once you have it open, do NOT reuse this seal. New ones can be ordered on line at various sites. Do a search on "Pressure Cooker repair parts".

Yogurt Maker plastic lids

I just picked up a used GM5 at a thrift store, and 2 of the lids say "Ball", a popular brand used for canning. I would bet they are replacement lids, so that is where I would start looking. In the event that no replacement can be found, I would give "Press and Seal" plastic wrap a shot. The stuff is AMAZING.
Now, I have no manual for my machine, and I hear you do.... if I were to ask nicely, would you send a copy my way? Please?

Sealed pot lid

Heat the pot again -- the positive pressure inside will break the seal and allow the lid to come off.
