Most of the time, when the problem is NOT the primer bulb, then it IS the gasket behind it. Sometimes, an easy way to see if there is a blockage (at least on the primer bulbs that have a little hole in the center) is to stick a tiny red tube directly into it and give it a shot with carb cleaner.

Could be diaphragm has split or pump spring out or carb fuel pickup tube is pluged.
Remove 5 screws that hold carb to fuel tank. Carefully seperate carb from tank. The pump spring maybe loose so dont lose. Check fuel tube is not plugged.
The diaphragm has to small flaps that at as check valves that may not be seating.
The diaphragm and gasket are under $10 delivered off eBay/Amazon so just replace.
Be careful you dont overtighten screws on reassembly. They easily strip out threads in tank.

pull the bulb and retaing ring any way you can. don't try ti save them. you get a new retaing ring with the bulb. put the new bulb in then work the retaing ring in with a screw driver,clean everything behind the bulb before you put the new on in.

You need to rebuild your carb. The diaphram in the carb has gotten hard and is no longer acting as a fuel pump to pump the fuel to the carb. Get a rebuild kit and a compressor (for compressed air) to blow out the jet passages. It is an medium to easy job, just watch the small parts. ----------------------------------------------------------------------------- Hint: Before you remove your fuel/air jets, bottom them out first and count the number of turns it takes to bottom them out and mark it down for each fuel/air jet. When you go to reinstall the fuel/air jets bottom them out and then back them back out to the number of turns before removal. Check to make sure that the choke item number 97 is not sticking.
Then remove the float bowl nut and float bowl assy. Clean the fuel passages in the base of the carb with carb cleaner including the area where the bowl nut screws into. There is a fixed jet orifice that must be cleaned in the threaded area. Also clean the visible brass tubes in the top of the carb.
Check fuel flow with the bowl removed. You should have a good fuel flow with the float angled down and as you lift it level fuel flow should STOP. If you do not have fuel flow... remove the float pin, drop the float and needle and celan out the hole where the float needle was. Remove the main fuel line and check for fuel flow. Use carb cleaner in the hole where the fuel line connects. If you do not have feul flow from the fuel tank.. check the tank port and look for any kind of in line filter. If you find a filter... check the line before and after the filter for fuel flow. Once you have established fuel flow Reassemble carb
Check the spark.... if you have no spark
First check the thermostat by just disconnecting it. Item 291

Then retest your spark. If you have spark with the thermostat disconnected the themostat is bad. (Most engines use a low oil level sensor..... this one uses the thermostat)
There is an electrical contact on the throttle plate that is grounded when the throttle is selected to off. Make sure the throttle plate lever moves off of the contact when you advance the throttle. ALSO... there is another ground / contact on the engine brake. Make sure that when the engine brake is released that the brake lever moves away from the ignition grounding contact.
The above are the basics.... If after doing ALL of the above you still have problems with ignition then suspect the ignition components.

that engine uses a fin style governor remove the upper cover and see if there is a nest or something holding the fins movement
