It sounds like you may have mineral buildup in the system. You can try filling the water tank 2/3 with water and then filling it with white vinegar. Steam until the tank is empty. This should clean the buildup out of the machine.
By the way, Rather than just running the vinegar/water out, this solution is good for bathrooms, kitchens, sinks, showers, and windows.

If you do this the vinegar will likely disperse hard water scale as it cleans the inside of the element. While it shouldn't stain anything it will likely cause sputtering as it breaks down the scale. If your goal is to clean and disinfect a surface that is vinegar friendly, I would consider taking the extra step of spraying the surface with a spray bottle with the vinegar. Bleach in steam might puff back at you in a cloud and burn your eyes and skin so be VERY cautious on the bleach.

Don't know about the PSI but the temp can be in excess of 200F

You just have to turn the big black knob on the top of the steam buggy. If it is a little hard to turn, then use some pliers, which will do the job fine. As I had the same problem a few weeks ago.

How does it work?

Most units of this type make steam by heating water that is placed in a canister. Other than the place you attach the "hose", there should be only one other place on the body of the unit that opens up... that's most probably where the water goes in. Put water into a measuring cup, graduated cylinder, filling to known point. Then pour water into unit until 1/2" below fill hole. Note on measuring cup how much you used. This is the unit's capacity. Put "lid" or "cap" back on, plug unit into wall and wait a little while. Voila! Steam.
