My '19 Dometic Ac will run if fan speed is set on high, but if set on auto, it won't cycle, & If it's set on high, it sounds like only the fan running and the compressor isn't kicking on.

I suspect that you have a bad selector switch for the on, off, low fan, high fan operation. If the selector switch is put into the off position everything should stop completely.

SOURCE: During low voltage period window AC compressor shudders and kicks off, but fan runs, when voltage returns normal compressor runs.

low voltage issues causes higher amp draw and equipment to run a lot harder. whats causing the low voltage problem to the equipment? high amp draw of the compressor could be causing it to overheat and trip until the compressor physically cools down.

The fan motor is getting hot and going off on the internal overload in the motor.
This is caused by either a low voltage, a bad capacitor, or tight or dry bearings in the motor.
To check the bearings turn the power off to the unit, then spin the fan blade if it spins freely then the bearings are ok.
To check the capacitor you will need some kind of tester or you can buy a capacitor and replace it, that's what a lot of people do. They usually don't cost very much.
To check the voltage you will need a voltmeter and measure the volts at the unit.

Take a look at your start capacitor. This the capacitor that kicks the compressor over when it tries to start. If the capacitor is bad, it cannot kick the compressor back over after the first cycle because the head pressure has not evened out yet. It is located in the upper unit on the side panel in a small box. Be careful, highly charged capacitors can zap you if you are not careful. Disconnect power and touch across the terminals with a meter or a screwdriver to discharge the capacitor.

Ac works fine when fan is on low but fan cuts off after a couple of minutes on high

Bad fan motor. Multi-speed motors have a set of windings for each speed. Your high speed is bad so the only solution is to replace the complete motor. When motors are going bad they will over heat and kick out on the heat safety. As it cools back down it will start again for a short time again until it gets hot again.

My domestic rv ac unit reaches the temp setpoint and the compressor shuts off but not the fan, it just keeps on running. Is this normal or should the fan shut off also?

Set fan setting to auto and not high or low setting. Fan will cycle with compressor after setting set to auto or " au" if a digital thermostat.

If you have both heat and ac running that means that the Yellow , AC and the White heat circuits are both being energized with the Red 24 volt hot leg that enters the tstat on the R terminal, note the Auto fan switch between Yellow and Green if Normally closed that is the Auto setting and high speed fan comes on for the Cool mode via the fan relay,
while the Heat speed is low speed and controlled not by the fan relay but the temperature or time delay, you need to determine what speed you have running now, low or high? if you flip the fan switch to ON and it speeds up then it was on low, if it makes no difference you have high sped running already.

The system blows cold air when turned to on position but also makes that sound between cycles

NOTE THE ON / AUTO SWITCH BETWEEN GREEN,FAN AND YELLOW ,COOL TERMINALS ON THE THERMOSTAT,
THE FAN SWITCH NORMALLY CLOSED GOES TO LOW, HEAT SPEED, WHILE THE NORMALLY OPEN GOES TO THE HIGH SPEED, COLING SPEED.
BY TURNING FAN ON NOTHING BUT FAN SHOULD RUN..

SWITCHING THE BREAKER TO OFF PRECLUDES THE UNIT FROM DOING ANYTHING !

WHAT CAN IT DO WITH NO POWER!
I switch the breaker to the off position when not using the a/c in order to keep this cycle from occurring. A

AC won't run on low speed

It may not be wired for low & high fan mode. If it always did before, then yes there's a problem.
