Search Briggs on the Web, You can order Manuals there. The torque is in in. pounds. Need more info ! A just get them tight and all about the same will work, stagger the bolts in the Head when tightening ( one bolt, one side then the other until done.) Then check them all.
The decompressor is a valve lifter usually on the exhaust valve, the only adjustment is to correctly set the the valve clearances, if they are too slack the lifter will not activate.
