Probably your horn cam in column, this can be checked and diagnoist easily, I believe it is a dark green wire that comes down the steering col. wire harness. If you grd. this wire horn should blow, how it works is when you push on the horn pad it grounds the circuit to relay and relay switches and puts power to horn to blow.Also make sure your steering column is grounded, which is usually through the rag joint to steering shaft
I tried the DIY service and repair manuals from a website and it actually
helped me repair transmission problem in my ford explorer. it wont move forward or reverse, engine is good both solenoids for forward and reverse work.
