Uncertain if you are talking about a cell phone or not, but, If it's an iphone you must manually turn on wifi calling in settings, under cellular tab. Enable wifi calling. iPhones do not default wifi calling to enable...I have had this experience myself in a nursing home. I used fb messenger to call out after I switched on wifi calling. Good luck.

it sounds like you may not have any dial tone in the house. some phones have a light come on when the phone isn't recieving dial tone.[in your case the anntena] you can try plugging a corded phone into different jacks in the house.there maybe a box [called a nid] on the outside or in the basement/garage where you can plug a phone directly into it bypassing all the jacks in the house [there could be a problem in the house] if still no dial tone ,call your phone company
