Most likely a motherboard failure. If it was a power problem it would not turn on.... CPU failures are few and far between compared to mobo failures. Not great news really, either spend a lot to fix ~£250 or put the money towards a new laptop.

Acer aspire l100 will not boot but fans run
Try removing/disconnecting the hard drive and see if the BIOS boots up, if it does the HDD is causing the problem. Are you getting any beeping codes on start up, if so how many and hoe long in between?

sounds like a motherboard or HD problem, If you can try the HD in a different pc to see if it can be recognize, also don't forget to setup you pc to boot the HD first.

Try this.

Unplug both AC ADAPTER and remove battery.
Press and hold POWER BUTTON for 30 seconds.
Plug in AC ADAPTER.
Turn on.
After log in, place battery in.

boot frozen you may try
1) change RAM memmory or change the memories slot between one and another
2) check cpu fan works when booting
3) clean the dirty stuff through the way of cpu fan
if not fix, your motherboard hardware need to repair by the specialist
