RV1 is just a POS, forget it , its only for safety of high voltage or lightening, the problem is you have to solder bottom 2 pins to ground. thats why it wont start.

Surface resistor

Resistors are not sold by voltage, but by their resistance and the max power they can dissipate. The value is usually printed on it as a three digit number (e.g. 473 means 47000 ohms). If you cannot read anything - you said its blown - youre out of luck. You could find someone else with the same PC and look at his motherboard.
Anyway - if a resistor is blown, there is a reason for it. It is not a bomb, so it wont blow on itself. Probably something in your PC is defective, which causes the resistor to blow.

Help ID this surface mount componant

That's a burnt resistor. I would guess that is not the only part that is bad. You have a short on the board. There is no way to read the value anymore. I'm afraid you are looking at a new motherboard. For more information, please visit my website at audioserviceclinic.com. Thank you.

Motherboard resistors RV2 and RV3

RV1, RV2, and RV3 are capacitors. They're actually dark green in color because they're made primarily for automotive applications. If you remove one and measure it with a capacitance meter you can find the value. On a 600M/D600 I believe they're 150pF, but on other boards they may be 100pF. Digikey part numbers for them are 490-4962-1-ND for the 100pF, or 490-4767-1-ND for the 150pF. Good luck!
