This issue is likely with the uverse equipment. try to unplug your gateway (the modem) and plug it back in. if that doesn't work then call the uverse tech support. They are open 24 hours a day.

should you dial 9 or another access code for outside calls?
If if you dial an "outside" number on an intercom line it will look at the first 2-3 digits as another extension. You need to dial the Central Office access code, or use a line key assigned to an outside line.

You wont hear a dial-tone like a landline phone
Cordless phones can not 'forward' a call to an outside line.
Forwarding must be controlled by the ATT, Verizon, or landline provider. Please contact your provider to determine if you have call forwarding feature built into your service package.
Then, follow the instructions of your landline phone provider. Here is the instructions for Verizon:

Once activated, all your calls will be sent to the forwarding number you request. I believe your landline carrier just needs to have the capability of call forwarding (ie we utilize Verizon for our business). We also use the call forward feature by: picking up line, (hear dial tone) dial *72 [ then phone number you want calls to forward to, even a cell]. To discontinue: pick up line (hear dial tone) dial *73
VoIP phones can do this, but there are obsticles in keeping your phone numbers and forwarding to your cell phone or you can call your phone provider and get them to twin your number to your cell phone.
First the VoIP phone home base station will be in Canada... meaning that you can get transfered calls to you VoIP phone anywhere in the world so long as you have a high speed internet connection.
When you call out on the VoIP set, you will be using the Canadian dial tone, making all your calls long distance if you are in a different area code.
So 2 phones maybe required if you want to call locally in America.
Your 911 calling will have to reflect your address in America, or you need to have a big sticker telling the customer no 911 calling because the outbound number will be coming from Canada, not the US where you are located.
busy signal can mean another phone on your line is till connected. remove each phone one by one till the line is open, this can be also a redial on a phone activating by itself, or if you have forward messaging activated it can do this as well if it stuck on.
