Yes - this seems to be an access/permissions issue, and various Windows updates seem to trigger different defaults, even if you've changed this before.
Open Explore (right click on Start)
Go to C:/Windows/Temp folder Right click on the Temp Folder. Choose PROPERTIES. Choose the SECURITY tab. Choose the EDIT button.

Make sure you have full permission (allow) for your user name.
If you are the only one using your computer, you can give full allow access for each profile listed. Click on the APPLY button, SAVE it. Restart your browser.
It should fix the problem.

Usually this happens when the installer fails to create a temporary directory to extract installer contents. Can you check your read/write permissions on your %TEMP% directory to allow this? To do so, follow these steps:

1. Go to Start > Run
2. Type %USERPROFILE%\Local Settings and click OK.
3. Right-click the Temp folder.
4. Locate the Security tab and ensure that Read and Write permissions are not denied. Adjust settings as necessary.
5. Click Apply and then OK.

This is normally caused when Proxy Server setings have been changed or added.

Start Internet Explorer
Click [Tools]
Select Internet Options

Click the [Connection] Tab
Highlight the BTopenworld connection and click [Settings]

Check that 'Use a proxy server...' and 'Use automatic configuration script' options do not have ticks next to them. (If they do, untick them).

Click [OK]

Close Internet Explorer, then restart it.
