I have bsnl teracom modem T2-B-Gawv1.4U10Y-BI. Can I use it by inserting 3G Dongle in the usb port provided on that modem for internet connection

You must see the wireless light glow on.

This sounds like you need to set up your main gateway or WAN port settings on the datatone to match what your ISP provides? Is it possible to get suggested settings from the ISP?
