When I download torrents, I usually get an okay internet connection until about 10-20 minutes in, and then I am not able to surf the internet at all. Even pausing all my downloads does not help. I have to reset the router in order to be able to surf the internet again, however the torrents will be able to keep going at full speed, whether or not I can surf the internet.
Torrent has nothing to do with internet surfing, yes it uses bandwidth while uploading and downloading, you can limit the upload and downloads, and you can also remove the downloaded items from the torrent list, it will stop your computer seeding and uploading, and you will have enough of bandwidth to surf the internet.

The best way would be to limit the torrent downloads, up to two torrents at a time, when a torrent is seeding from your computer, it not only uses your internet bandwidth but it also uses your computer memory which slows down many things.
I hope you don't have dynamic IP, when you say in about 20 to 30 minutes this means IP refreshes (changes) some kind of break from your ISP.

You need to set a BANDWIDTH limit on your torrents. Usually about two thirds you bandwidth eg if you had a 6mb connection set it for a max of 4 mb.
Many ISP's also throttle torrents to a point where it can stall out and cause issues elsewhere in a network.
If your torrent program has any stealth capabilities try setting those.
The terminology for that varies from program to program.
If FTP is fine I would be looking at ISP torrent traffic management issues.
Easy way to find out is to call them and ask if they practice torrent traffic management or DPI protocols.
I moved ISP just for that reason and ended up with way better and cheaper deal and unlimited (really unlimited) download AND NNTP USENET !

I do set a badwidth limit. Even setting it to approximately 40% of my max speed eventually results in surfing timeouts and non-connects. This problem doesn't happen when doing http and ftp downloads, only with a persisting torrent download.
My upload rate is also extremely limited (as I do understand the concept of bandwidth). Uploading rate is approximately 5 kb/s while downloading is 40 kb/s. In about 20 -30 minutes I get the same problem again, however full downloading from a website (such as megaupload) for 2 hours still allows me to surf the net with no timeouts.
