I am convinced. If the situation were not serious I would say that you invented a new language.
It seems that the letters concerned are aligned in two columns. Possible that the wires are not well electrically isolated. I would suggest you try to clean the keyboard with a soft brush or compressed air. If that does work you should have the keyboard repaired.Was some electolytic liquid (salt water, orange juice) spilled on the keyboard by any chance?

Order a new keyboard. If you have Dell support they can talk you though the installation or send you instructions. Usually laptop keyboards are pretty easy to install, look for two screws on the bottom with a "K" next to them. Sometimes there are three slide latches at the top holding it in. The cables are released by sliding the pressure piece forward from the ends or flipping up the latch. Try Googling "disassemble (your model) Dell laptop"
The keyboard is jammed.. i suggest you clean it up
