Please follow the detailed instructions below for the proper pairing of the headset with your phone.
CHARGING Before using, you must first charge your headset. 20 minutes = minimum charge 2 hours = full charge Light is solid red when battery is charging. NOTE For the best user experience, keep your headset fully charged. CAUTION Do not use headset while charging and do not connect the charger while the headset is in use.
POWERING Press the control button for 2 seconds to power on. Press the control button for 3 seconds to power off.
PAIRING Step One: Prepare Phone- Turn on Bluetooth For most phones, go to Settings/Tools menu and select Bluetooth or Connectivity and select "On." Step Two: Prepare Headset- Pairing Mode Begin with headset turned off. Turn headset on (hold call control button for four seconds until the light flashes blue) and it will automatically go into pairing mode, flashing red and blue. Step Three: Pairing- Add Headset to Phone For most phones, go to Settings/Tools > Bluetooth > Search or Add a Device, then Select "220Plantronics." For passkey enter 0000. Headset will flash blue when paired successfully. It is now powered on and ready to use.
NOTE: Normally you only need to pair the headset and handset once. If headset has been previously paired with another device, follow pairing instructions below.
If headset has been previously paired with another device, please follow these instructions for pairing a second time. Be sure the headset is fully charged.

Press and hold down the call control button for 8 seconds until the headset status indicator begins to flash blue then red.The headset is now in pairing mode for the next 120 seconds. 2. While the headset is flashing,use the phone menu to search for Bluetooth devices and select "220Plantronics." 3. When prompted for a passkey, enter 0000. Headset will flash blue when paired successfully.

No separate charger is required. Use a USB cable to connect it to any computer (desktop or portable), or to any powered USB hub. It should charge in about 5-20 minutes. While charging, both the red and green LEDs are lit. When fully charged, the green LED turns off and only the red LED is on.
This device should also be possible to charge using a stand-alone USB power source, such as those used to charge Blackberries.
You could try re-pair it again. On your device, remove the partnership with the headst. Then, press and hold the power button for more than 3 seconds, until the led is solidly lit. It is in pairing mode now. Make your device search for new devices again. After the S9 appears on the device's screen, select it and make it connect. If a pairing code (or PIN, or passkey) is requested. enter '0000' (four zeros).

I had the same problem but instead of a red light it would flash green twice and stay off. I could not find the original charger and another plug in charger would not work. I plugged it into my computer with a usb cable and after several seconds it started charging.
I just hooked it up with a usb sync cable to my computer. It was installed and ready to use and the charging light came on. Seems like it is charging as the led went from red to yellow, and it does turn on now. However, it still does not work with the usb cable plugged into a wall charger. If this solution works for others having the same issue kindly post your results.
"Attach the barrel tip of the AC Charging Adapter to the AC Charging port of the POWER TO GO® and plug the standard two-prong plug into an appropriate, functioning 120 volt AC outlet. The red Battery Status LED indicator will flash, indicating a proper connection has been made and the unit is charging. The green Battery Status LED indicators will gradually light as the charge level rises. The POWER TO GO® must be charged for approximately 11-17 hours prior to first use. All Battery Status LED indicators will be lit solid (the red indicator will stop flashing) when the unit is fully charged.
Its late, so just to make sure I'm not brain-dead basically your laptop runs fine as long as its powered by the AC adaptor but dies fairly quickly while running via battery.
This is very typical of a battery that will no longer hold a charge, not normally a user repairable item. It could also be that the charging electronics (in the laptop) isn't charging the battery, again not a typical user repair job. About your only option short of taking it to the repair shop is buying or borrowing a battery as a test.
