You may have a restricted pump that is not pumping all the water out. That will slow the spin down also.

SOURCE: My washer doesn't wring the clothes fully.

It's not spinning fast enough because of a loose or worn belt on the motor. Post back with your model number and I may can find a diagram of your washer to help you.

SOURCE: My Maytag Performa PAV2300AWW washer doesn't wring

Sears has the part you need:
pd_26_464_12002213?$pddetailsth$ #24 on diagram Thrust bearing kit (series 10) Number:12500036Substitution:12002213 $31.28 In stock Quantity Add To Cart To be sure you have the correct one your serial number should start with 10. One thing to remember when installing the new kit (which comes with extra washers) If you have too many washers then the tub will not lock down for wash mode and the clothes will get all knotted up. If you have too few washers then the brake will not release and the drum will not spin. So make a note of just how many was on the old unit AND the order they came off.

What will cause the washing machine to not spin fast enough to spin the clothes dry or not spin the fabric softener out of the agitator cup?

If your towels are coming out the dryest it is probably a problem with it being off balance. Did you make sure that the clothes are even placed in the washer. If you have a bunch of heavy stuff on one side and light stuff on the other side it could cause the same problem.

Spinning fast and furious, just doesn't wring clothes dry

It sounds like you need a water pump!
See if it's pumping water next time you do load by looking at the discharge hose going to the drainage pipe and get back to me!

Cloths Soaked after Spin Cycle

If the motor has a transmission, it could be stuck in 1st gear. I think the agitator running is normal.
