SOURCE: broken rop on weedeater gas trimmer

There is a spring under the starter spool, the one with the rope on it, leave the spring ALONE, Just take the spool and replace the rope as it is. You take the spool off, put the new rope on the spool, place the spool onto the spring and by holding one end of the rope straight up in one of the slots on the spool, go as many times as you can. When you have it as tight as it can go, hold your thumb down on the spool. Insert the rope through the hole available, grab the rope on the other side of the hole, (outside the casing). Hold the rope and S-L-O-W-L-Y allow the rope to retract. If it finishes before the rope runs out, pull on the rope and install the handle. If it tries to go beyond, hold the rope and install the handle there. Hope you have luck. Remember, leave the spring alone...Lee

SOURCE: WeedEater Edger PE550 Starter Rope will not recoil

Order a new recoil spring from your suppier. It comes wound up. Remove the old part first usually four screws on the outside. Make sure the rope is fully wound then insert the new spring and reassamble. If it becomes unwound by mistake its a labourious job to rewind but can be done.

SOURCE: Starter recoil spring reload, How?

If the spring is unwound.
Recoil Spring Rewind
I invert and secure the starter housing and rewind the spring large coil to small (need eye protection and both hands). I am right handed so I tension the spring enough to insert it inside the previous coil while holding what has already been installed with my left about 180° from my right hand. The tension will hold the spring in the housing once completely rewound. Then bend slightly the inner most part to engage the starter spool. It will require about 2 turns of pretension for it to retract properly.

If the starter cord needs a pretension, this works quite well.

SOURCE: How do you re-install recoil spring

Possible answer 1 (a very good description of tension adjustment is on the video in answer 2; about 1:20 into film):

Nobody still hasn't answered your question, I'm curious too. I can't get it to start and I know that empty
nipple has something to do with it. Does anyone have a working hyper tough briggs mower that will start and has a nipple to the right of the carb with no line on it??

My weedeater pull rope won't retract back inside when pulled to start, how do I fix this?

Spring is likely sprung out of the recoil. Take the recoil apart, rewind the cord and turn it enough to put some tension on it. Then put the cover back on.

The pull string wont go back in on the weedeater

Likely the recoil spring has broken (often the end) or the plastic recoil winding in which the spring sets in has broken or worn to the point in which the spring will no longer seat properly. Complete removal is necessary to determine the problem.

The pull cord on my poulan pro weedeater will not

You have a broken recoil spring. Dis-assemble (pull-off) the recoil housing and check for proper dog alingnment, broken spring, or something jammed between recoil sprocket and engine block.
