I have a 917.254860 lawn brought in 6/ 93 tractor, and it has a very good owners manual. I bought a new 917,28921 in may 09. And the owners manual stinks. Why do you put out such a worthless manual. thanks

Lack of Lubrication. Without adequate lubrication, the gears in the transmission can become reluctant and hard to shift. Check the transmission fluid level regularly and change the fluid based on the schedule recommended in the owner's manual provided by Troy-Bilt.
I would suggest checking your owner's manual. There is a leveling process and my Craftsman wasn't leveled at the factory. Once I leveled mine, it cut fine. If you can't find it in your manual, google leveling craftsman mower deck.
