Usually when the engine is surging the govener spring is worn. I would get a can of carb and choke cleaner and with the engine cold spray all around the carb and then replace the govener spring. You can get the spring locally from your local small engine repair shop. Just take the model, type, and code off of your engine to them. The numbers can usually be found on the engine shroud. Or you might get lucky and have a decal with them on.
